- PoachedSausage 9y agoI've not heard that quote before, it sums things up nicely. Most of our problems are political/social. The phrase "wise guy" is even an insult.

When wise guy is used as an insult, its meaning is close to that of smart arse, in that it implies someone is acting smart to belittle others. Whether that's the intention or not, that's what's being implied.
