Why not buy out a local dump and run it "cheaper" then, under the existing contracts?

  Good question. To start with we only wanted "full" dumps (ones that had been closed) rather than having to deal with the operation of a dump as well. There are numerous landfill sites that have been covered with dirt and now have to be looked after. Also there's a higher level of valuable waste in the old dumps, though that wasn't a major factor.
