There are a bunch of recommendations in a previous thread on HN "What is the best startup city outside the US" here: http://news.ycombinator.com/item?id=1565375 http://news.ycombinator.com/item?id=1565375 Anyway, I like Amsterdam: People speak English and the state provides a lot of stuff for free if you're not making money yet (child care, health insurance, even access to museums). Once you start making money get out of there or pay the worst taxes in the world ;-)
