Bratislava is probably not as cheap as you might think - yes, Slovakia in general is very cheap and that might be true for most parts of the country, but Bratislava is more westernized. Don't get me wrong though, it is still cheaper than the average city in Western Europe. I am not sure if there is much of a startup culture here, though...
