The more you can hide the cost of things, the easier it is to embezzle and/or fund pork barrel projects. I say this being an elected official in a small town. It's embarrassing how much everyone is just looking out for themselves. My first lesson when I joined the local government was that the situation is just as bad as you thought it was, maybe even worse. Small, vindictive, selfish minds.
