The union contracts + federal regulations lead to some surprising rules including max rates, mandatory time on and off, etc. There is a federal regulation for max number of hours flown per year, so the airlines and unions had to put rate-limits in place to prevent pilots from flying too much in the summer leading to free time off around the holidays. Nothing about that domain surprises me anymore.
