Scrum can be sane and in no way mandates 'unrealistically small steps.' To me it sounds like there's a problem in youir team's story/ticket writing. Stories should be manageable by a single developer, and can be broken out with subtasks as needed. (note: I'm in the Agile is Dead camp espoused by Dave Thomas - watch that vid if you haven't). Agile is supposed to enable visibility and transparency and of course agility. That's the essence, really. If you have an overly-religious Agile zealot in your presence, I feel for you; try to talk them away from the dogmatism.
