I believe this is mostly a matter of funding. I would expect soup kitchens to be governed mostly by poor funding. I don't think their goal is the balanced diet that the author envisions. Then again, public schools are also governed by their funding. I'm sure a lot of people would have preferred not to go to public school either. Sorry if this brings up bad memories for you.
