If I initiate one now for $10,000 and send it to you, you'll be able to walk into your bank and withdraw $10,000 in 15 seconds? Would you be able to re-send that $10,000 to someone else after that 15 seconds? I'm no expert on SEPA, but it looks to me like (as a practical matter) we are not talking about 15 seconds for normal people [1].
