It's very strange, why does Wikimedia believe its information should be accessed free of charge while other information should not? Why would any ISP believe the same thing? A megabyte is a megabyte, why dictate where it should come from? I see self interested answers. Everyone playing the game is a winner (Wiki gets users, ISPs gets visibility, users get wiki access), and everyone with a small website gets left behind.
