Computers can make it possible to simulate our environment well enough so that a general AI could train itself on those simulations and apply its learnings to the real world. I do agree with the author that the evolutionary approach is the one most likely to succeed... Unfortunately it's also the most dangerous approach which gives us the least amount of control. We could give a computer the sensors and actuators to create its own detailed simulation of the world and then let it train itself using that simulation.
