I assume you're referring to the potential for sensitive data such as medical records to be left on the iPad..? Any institution that takes HIPAA compliance seriously would address this by simply purchasing a new iPad (or Apple could face pressure to offer HIPAA compliant refurb). If they don't take compliance seriously... well don't worry about the iPad, there's a lot more sensitive data on the truckload of PCs they just left at the local dump.
