Could it be a difference in why the risk is there? If you choose to start a business, you choose to take on those risks and I’d imagine people feel like they’re relatively safe (business will succeed, I can always get a job if it fails, I have savings...) With a risk of a terrorist attack, you don’t choose to be in that situation and may feel like you’re not in control and can’t do anything to feel safe.
