It is time for a federal breach notification law. There are 30+ State breach disclosure laws and Congress has been working on a Federal law to supersede them since 2005 with no success. A Federal law must be stricter that California 1386 or Massachusetts's law in order to be relevant. It will make compliance easier and companies like Uber will think twice about covering up breaches. Nothing as drastic as GDPR but something.
