A rule is one thing, enforcement is another. No rule or law is 100% enforceable, nor is the discretion at which punishment prescribed is equal and constant. It is quite an endeavor to regulate a platform with the population of the US with much fewer resources. Twitter isn't perfect, however I applaud their efforts.
