Or using a GPS tracker to track a car, instead of manually following it This is a thorny question. What if I build a scraper that requires me to press a button in an app to actually run a scrape? Is that "by hand"? This seems hard to effectively regulate without sliding into a criminalization of a lot of benign things programmers do on the web.
