If you want all of those features built in, then I think you're looking at Laravel, Rails and Django, which are analagous to one another in my mind. I don't see much difference between the capabilities of these tools, I'd pick one based on what the team is most comfortable with. I'm partial to Python and Flask but Flask has less built-in features.
