SSNs are fine identifiers (user names.) The problem is that people try to treat them like authenticators (passwords.) Using SSNs as identifiers everywhere would reduce lots of mistakes and bugs. Having a national ID system and modern ID documents/verification would reduce fraud. These would go very well together!
