Uh, it worked the same way for Masters degrees at Wisconsin (source: I have one and this tax "reform" would have screwed me). I don't understand your undergrad comment, the tax bill doesn't change anything there so far as I know.

You're right, it would've been more accurate to just say "graduate" instead of "PhD", I'll edit it. I don't think I mentioned undergrads though.
