If you want to maintain documentation for different versions of the same software then consider AsciiBinder. http://asciibinder.org/ http://asciibinder.org/
For example, Openshift Origin documentation uses it: https://docs.openshift.org/3.6/architecture/index.html https://docs.openshift.org/3.6/architecture/index.html
There is Mkdocs (http://www.mkdocs.org/ http://www.mkdocs.org/) which is a static site generator targeted towards project documentation. This is more straight-forward and easier to maintain.
Both are open source software. You can give them a try and see if you can tailor them to your needs.
