This means that there is no serious investment on the farm side of things. No chinese miners running to invest millions of dollars to build mining farms. To a large extent ETH is centralized in its stewardship through Buterin. So, the whole ecosystem is holding its collective breath. The next phase of growth (or fall) will only come after CASPER.
