I believe this could be easily solved with a simple regulation - mandatory 50/50 sharing of downstream and upstream on customer level. How Web is supposed to be decentralized if the means of accessing it directly support centralization? You will always prefer external services if your own get capped pretty easily. You cannot have truly distributed web if access points are basically one-way connections.
