  No, I think he's just referring to refined flour. Carbohydrates can also be found in whole grains, legumes, fruits, etc.

    It seems I misunderstood the question. Do Americans not use the term "white flour" for flour made from wheat with the bran removed?

      That’s what I meant. Pure carbs, very fast to metabolize, very low nutritional value apart from the energy.
