  That was the point to begin with. 'Suboptimal defaults' is a condition that is not directly related to it just working. 'It just working the best it can' is only what that phrase sounds like. Which shouldn't be a surprise as long as you're predisposed to not taking catchy phrases literally or prescribing meaning to them that are of one's own invention.
