Dunno about Apple, but i find it unlikely from Microsoft. They have tried again and again to go beyond x86, only to find that they can't escape the weight of win32. Our best bet would have been ChromeOS, as it is a platform with no legacy to deal with. But even there new models are now Intel based rather than ARM.
