Schools need good teachers and administrators. Hospitals need good doctors and nurses. Housing needs construction labor and assurance for the developer that their investment will pay off. We as a nation do not produce many good teachers. We do not produce enough doctors period. This isn't SimCity. Can't just plop a school or hospital down for a fixed sum and expect things to sort themselves out.
