To be fair, there would be a relatively easy way to test for support to implement a fallback.
var el = document.createElement("input");
el.type = "time";
var supported = (el.type == "time");
If only there wasn't a bug on firefox mobile that would return "text" even if the input field type is supported.
... mhmmm webdevelopment...
