The result: Over 95% of the cars were going way faster than what the rules were and nothing wrong happens. I'm not sure what do you mean, there are plenty of accidents caused by speeding both on highways and within city limits. Care to elaborate how you conducted the study and/or link to it? As far as I'm aware extra caution is built in exactly to account for human errors and disregard for laws and have a margin of safety.
