I don't think it works that way. Fraud in Chinese academia doesn't just mean that westerners can't trust their academics: it also means that their fellow countrymen can't trust each other's research. If there's 4 times as much fraud in China, then good Chinese researchers have to sift through 4 times as much bullshit, and are much less likely to trust and expand upon any new research, which slows down progress. If anything, I expect that the country the most hurt by Chinese research fraud is China itself.
