There are two solutions here. Either "let the market decide" or "regulate".
- norikki 9y agoExcept "let the market decide" usually means let greedy developers profit by outsourcing the cost of massive and costly public rescue missions and flood control infrastructure. Why shouldn't the developers or homeowners have to pay a special fee to offset the additional stress their driveways are putting on the dam and the cost of rescuing them if it floods?
