I did. I wrote a small ASP.NET Core based application called IFS [1] which works on both Windows and Linux. It allows you to upload files yourself (via login behind password) or create upload links which you can share with your users so they can upload files. Downloads and uploads can be set to expire and the file limit is limited to whatever an upstream reverse proxy (if any) allows.
