I'm not worried about it working. I'm worried about the precedent, but I take solace in the remoteness of success. Trying to force an action to be taken by every ISP in the country without naming them in a suit, is very unlikely to be upheld. Comcast et al could voluntarily comply and users would probably have no basis to challenge them, but that seems unlikely given the floodgates it would open from other copyright owners.
