It may be that hearing impairment is only one, and/or the first noticeable, effect of whatever is happening in Cuba. In analogy to the way damage due to CTE can manifest long after the injury, I'd be concerned about problems that might take longer to surface. The whole thing is quite weird. (edit to add: It's not clear that ability to hear is a necessary condition for the observed damage. It might simply be a consequence, not a prerequisite for damage.)
