Putting citizens in the strict climate that China has created almost certainly causes a chilling effect for some ideas. But what if the ideas that it chills are ones that generally detract from the goal of China becoming a world power? I'm not ready to rule out the idea that China has become a global power because of, and not in spite if, the way that it controls citizens.
