I think it's a fantastic idea. I've oftentimes looked at the last commit date on a project and thought "Okay, is this abandoned, or has the owner just not pushed in a while?" Github might also offer the ability to indicate the new canonical repository, for the case where the original dev has stopped working on the project but other folks have picked it up.
