It can scale but in a decentralized way. Let each city handle it on its own with the provincial or federal governments filling whatever gaps remain.

- hsmyers 16y agoSeems to me the ideal way to scale is to use the 'neighborhood' as the granular unit. Combine this with a loose federation and you could cover as large an area as need be...
