I think a reasonable implementation of this would be a "manual connections only" mode, where Bluetooth is always kept off until you enter the Bluetooth connection menu, at which point it turns on and scan, and connects only to the specific device(s) you tell it to connect to. And then once the last Bluetooth device is disconnected, Bluetooth is deactivated once again (perhaps after a short delay to allow for reestablishment of a shaky connection).
