Full disclosure, Chapel developer here - While Chapel's community is small today, it has real users and it's growing. Chapel is a compelling language that offers a good combination of productivity and performance. The Chapel project is more ambitious than Python, Julia, or Go in that it provides a unified programming model for parallelism and locality that enables scaling from laptops to clusters and supercomputers. Because we are aiming for a higher target, it has taken longer to move beyond the prototype stage than it would for a serial language.
