Increased expense and fragility to reduce the impact of going over speed bumps that (if properly designed) already have less impact when drivers are at out below the desired speed? Seems to me that there are likely more durable me cost effective ways to spend that money, such as making sure that bumps actually are properly sized /shaped for their target speeds. This seems like an interesting concept that's worth the effort and expense only for very niche applications.
