Japans population is declining and has been for a while now... In a country where they have a word for the extremely socially withdrawn (Hikikomori), I could believe that 15% number. Not because those people wouldn't want a partner but simply because they believe their chances of getting one are 0% (and in their mind it's not worth trying).
