Presumably it's related to the first point, imposing debts on Germany. I guess he thinks that WWII was caused indirectly by the reparations Germany was supposed to pay. It's a fairly common viewpoint. Of course, as might be clear from his polemic tone, he is being facetious. The US shouldn't be blamed for the reparations. And the view that the reparations caused WWII is simplistic and misguided.
