I think urgency should be driven by lead time (when i want it - when i get it).. for e.g. Getting a web design guy may take you upto 3 weeks or more or 45 days

I think urgency should be driven by lead time (when i want it - when i get it).. for e.g. Getting a web design guy may take you upto 3 weeks or more or 45 days if you hire but if you get the same guy in a week or less then the model still works. Comparing Web design urgency with taxi doesnt make sense.
