Almost everything in a factory/datacenter is modular, documented building blocks with super detailed assembly documentation. The buildings themselves are often steel framework and panels that get thrown up in ~months No one puts a price on lost expertise and cost of lower quality such moves incur. All they care for is 0.5% lower wages cost
