Are you involved in autonomous vehicle research, or just an extreme enthusiast? You appear to have expertise or have devoted a ton of research and contemplation on the matter. Probably the only scenario that leads to a sudden influx of autonomous vehicles would be intense competition that pushes all competitors' break-even point to many years. Another necessary condition would be extremely low-cost retrofitting for existing vehicles. Still, I can't imagine a single scenario that leads to developing countries adopting autonomous vehicles within several years of them being available in industrialized countries.
