It takes more cpu cycles to run a java program than a C program given they are both well written and optimized. However, writing it in C will probably take more time. The question to ask yourself, does it matter if my program is taking few more cycles to finish or not? Most of the times it IS faster in C but the difference is insignificant(e.g. C takes 0.0001, Java/Python takes 0.0002. Who cares at this point? Very few).
