The Polkit delegation is fine-grained. All it allows is managing packages. Installing packages locally is a management nightmare from a systems administration point of view, and it does not fit the way package managers like APT and RPM work. In most cases, a machine is used by a single user so it makes sense to allow global package installation, even if the user does not have root privileges.
