It may feel like it, but when you consider all of OpenGL's versions and extensions where it quickly becomes an ugly mess, that feeling disappears. Vulkan feels more like a breath of fresh air in comparison, and its still higher level than the APIs we get on consoles. I find it much simpler to architect engines with Vulkan in mind than OpenGL.
