The US has draconic pole attach rules in most places. Local governments and regulations on when, where, and how you're able to run cable make it borderline impossible to efficiently get it done, no matter how much or how little money you have. Things like this are not as much an issue in states like Texas that require only one permit to run cable anywhere in the state. Whether or not people would like to admit it, this is a case where we can see with our own eyes regulations are seriously hurting the ability for people to start up and compete, and is the only reason net neutrality is an issue in the first place.
