I'm not sure if I agree. My goto example is Blender. It has a footprint of 300MB, starts within 1-2 seconds and uses 70MB on startup. Compare this to a program like 3ds Max and you will ask yourself where all your resources went. I think today most software loads everything on startup, while programs like Blender use a modular approach.
