The Nazis were actively marching for and advocating violence towards other people. Their message was inciting hate speeches and calling to arms other Nazis against groups of people, even putting them at risk. (Which even led to woman getting murdered on the streets by a lunatic in a car) They were jumping blacks on the streets, burning crosses and swastikas. This is not just a "demonstration", this was actively inciting riots and violence which no "permit" gives rights to.
